Latvia and Lower Saxony Strengthen Ties Through Digital Justice Dialogue

On 26 September 2025, the Digital Accelerator of Latvia hosted Dr. Kathrin Wahlmann, Minister of Justice of Lower Saxony, and her delegation in Riga. The meeting focused on opportunities for digital transformation in the justice system, with discussions covering GDPR implementation, the use of open-source solutions, and the development of citizen-oriented digital services. The delegation also learned about an AI solution developed by Tilde for the Constitutional Court of Latvia.

Representing the Latvian side were Viesturs Sosars, Board Member of the Digital Accelerator of Latvia, Executive Director Māris Krastiņš, Head of the Riga Contact Point Līga Ignate, Head of Communications Elīze Gabrāne, and Kaspars Kauliņš, Director of International Business Development at Tilde.
 
The discussions began with an introduction to the Digital Accelerator of Latvia, which connects a network of 20 partners and six regional contact points. The organisation supports Latvian businesses and public institutions in developing and implementing digital transformation strategies.
 
A central part of the dialog was a presentation by Tilde, a Latvian technology company specialising in artificial intelligence and language technologies. Kaspars Kauliņš outlined how Tilde is developing digital solutions for the Constitutional Court of Latvia, highlighting the potential of AI to make justice more efficient and accessible.
 
The German delegation expressed particular interest in Latvia’s experience with ensuring GDPR compliance, introducing open-source technologies in the public sector, and building cooperation models with international technology providers. Questions were also raised about the development of citizen-focused digital infrastructures and the balance between innovation and data protection.
 
The meeting concluded with a shared recognition that the challenges facing justice systems are increasingly common across Europe. Both sides emphasised the need for continued cooperation, exchange of experience, and joint efforts to strengthen digital transformation in the judicial sector. Dr. Kathrin Wahlmann described the exchange as “a valuable opportunity to learn from Latvia’s experience,” while Latvian representatives stressed the importance of building long-term partnerships with European peers. The Digital Accelerator of Latvia underlined its readiness to continue dialogue with Lower Saxony and other European partners, contributing to a stronger, more innovative justice system across the continent.
